Under your profile there's a tab with events / history. If someone adds you as a friend their request should pop up there.
Otherwise just find out their steam ID and add them as a friend using that.

I would take your friend's claims with a grain of salt. There is no unit called "Black Ops". Black ops tends to refer to units or personnel tasked with covert, clandestine operations. Your friend is probably thinking of something like Delta Force, Navy Seals, or maybe even the CIA's Special Activities Division.
