Technically, Sim cards have nothing to do with the Internal memory. Sim cards don't use the internal memory at all. The Internal memory is used for storage of Photos clicked on phone, Music files and Apps by default. Now this can be changed in the Settings menu for Android. U can also use an External Memory Card to extend the memory of your phone to store more data. The maximum capacity of the Memory Card varies from phone to phone. Most phones available nowadays allow usage of 32GB memory card. So don't worry about it, u can definitely go ahead with 4GB phone with dual sim.

It all depends on the architecture that the processor is built on. If it is 32 bit architecture, 2^32 it will be 4gb. If it is a 64bit processor it can access 2^64 memory locations, or 16gb.
