Windows XP:
Open the Start Menu by pressing the "start" button in the lower left corner of the screen. Choose "All Programs". This will expand the "All Programs" menu. Click on "Paint.Net".
If You had accidentally deleted the shortcut, open the Windows Explorer (Start > All Programs > Accessories > Windows Explorer), go to "C:\Program Files\Paint.Net" and open the "PaintDotNet.exe" file.
Windows Vista / Windows Seven:
Open the Start Menu and type (in the Search field) Paint.Net. From the results choose Paint.Net.

There are several ways, you can for example duplicate the layer, blur it and change its color. Or you can just add colored shadow.

Paint.net is available from the Get Paint web site (See links below) but it only works with Windows there is no Mac version.
They both seem very similar. I don't think it'd matter which one you get. Personally, I preffer GIMP due to the ease of use.
