You'd access the external drive like any other drive. Just go to My Computer or Computer and find the drive there. Otherwise, if you know its letter or physical address, or if you can drill your way to it within a program, you can access it.

If you cannot find the new external drive, it is possible that it has no valid partition table. In that case, try a partition manager or Windows own disk manager that can be accessed through the administrative tools.

One thing to keep in mind is that older versions of Windows such as Windows 98 may require drivers to be able to use external drives. Newer versions have the necessary drivers.
