It has to be in the hour of 3:00 AM for the teleporter to be accessed, when 4:00 AM comes it is closed again.

The Short answer: Go onto the teleporter between 3AM and 4AM. (Or Change the PlayStation Internal clock so it thinks it is 3AM) The Long Answer: The insomniac museum is an area full of things that did not make it into the game and some other bits and bobs that are quite fun to do. There are two ways to get into the Insomniac museum on Ratchet and Clank 3, use the metropolis teleporter or Get all of the trophies in the game and go through the locked door in the trophy room

Up Your Arsenal the teleporter is only accessible at 3:00 AM. A Crack in Time it is a planet you can fly to. Size Matter has the High Impact Treehouse, while not an Insomniac Museum per se, it is virtually the same just designed by High Impact Games.
