You, as a user cannot add new categories - However - you can ask for one to be created if it hasn't already been listed. If you think a new category needs to be created - Click on Browse categories (in the left-hand blue panel). On the new screen - look at the 'Newest categories' list - at the bottom of that list is a line that says "To request a new category, fill out this form" - simply click the blue link - and provide the information asked for.
As far as adding more categories to a question that can be done easily through the Edit Categories tool next to the list of categories on the page.

Why are there no questions in the 'WikiAnswers Local' category?
"WikiAnswers Local" is a placeholder category for questions about certain countries. No new questions should be added to the main "WikiAnswers Local" category.

If you are interested in starting a new category on WikiAnswers, please fill out the form linked below. Include the following: your username; the name of the category you're requesting, as well as the reason you're requesting it; and the category under which it should be placed. And, if possible, please also include a 2-3 sentence description for the category. Or, you can go to the "Suggestion Box" on the Community Forum and add a new post there under the thread called "New Category" (see Related link below). You have to sign in to WikiAnswers to see the "Community Forum" link. Everything can fit in a possible category, even aliens!
