First you go to Gimp. You go to file and you press New. Yout make the size how ever you like. Then, you can put a picture on Gimp and use the text bow to type.
First : make sure the pic is in RBG mode. Second : "colorize" it. That give just one color - so you'll have to sectionalize the picture and change that color ... I suggest you use "curves" to do that.
Try "curves" (under color - under levels).
