Drag the file you wanted to add in the taskbar and place it in the quick launch (just right from the start button).
There are alot of things you can do with a Taskbar. Yes, you can customize the task bar. You can change the color and add for icons to it. As well as add any webpages you requent.

You have to first enable the quick bar. Once this is enabled you can put icons next to the start button. Right click on the task bar, select properties and look for the option that enable quick bar
First you need to make sure the Taskbar at the bottom of the screen is unlocked. 1) Mouse over the Taskbar and right-click. 2) Look for 'Unlock the Taskbar' in the pop up menu. If you don't see 'Unlock' then the Taskbar is already unlocked. Next, drag the Outlook Express shortcut icon from your desktop to the Taskbar, and release. A mini icon will be created on the Taskbar. Click on the mini icon to be sure everything is working ok. If you want to lock the Taskbar, just follow steps 1 and 2 from above, but choose 'Lock the Taskbar' instead.

Right click on taskbar, the click on "Lock the taskbar".
Right-click the taskbar and check to see if there is a tick next to 'lock the task bar'. If there is, click on this option to remove the tick. Click and hold on any empty area of the taskbar. While you hold the mouse button you can then drag the taskbar from the top to the bottom, or even to the sides of the screen. When the taskbar is where you want it, right-click again and select 'lock the taskbar' to stop it accidentally being moved again.
