1. Click on your "Contacts" tab.
2. Click the "+" symbol at the top left of this page to add a new contact.
If you go into your phone's history, you can also click on a recent dialed/received number or even click on a received text and click the "add number to contact" shortcut.
It will prompt you asking if you want to add to an existing contact. Click "no" if the number belongs to someone you don't already have in your contact list. Click "yes" if the number belongs to someone you already have as a contact and it'll add this new number to their profile.

There is a free iTunes App called My Contacts backup. The app allows you to export all your iPhone contacts and to send it to yourself via Email, making it quite easy to import the contacts on the new iPhone.

To add contacts to your iPhone simply dial the number and you will see the add contact option to save the number.
For the iPod Touch 4: If the ipod touch's owner has the iphone owner's number, they can add it to 'contacts' and press 'facetime' and it should work. If the iphone owner has the ipod touch owner's email address, they can add it into 'contacts' and press 'facetime' and it should work.
I don't think u can, as the iphone 4G uses a completely different sim card, therefore, u would have to either resync the contacts or write the contacts down on a sheet of paper and then add them in the new phone... Not sure if this would help, cause my friends have iphone 4Gs and they had to do that
