Click on the users profile and if they are using the basic default layout you will see "Add as a Friend" to the right of their profile picture. This will lead you to another window where you will have to hit "Yes" or "No". Upon hitting yes a Friendship request is sent to the other user and it is up to them to accept or deny you as a friend.
