Do a search for them in the search box at the top of the page. When you find them and are at their own page, you should see a small box next to their name at the top of the page, which says "Add as a Friend."
Click on that and a larger box will appear. In that one, click on "Send Request" and your request to connect with that person as a "friend" on facebook will go to them. If they accept, you are in!
It may take a while for them to respond. Some people don't check their Facebook activity for long periods.
