This might not help, but ive certainly have never tried, but i think you have just made it #1 on the list of things to try XD! you should try to tame the wild horse if you are content on making your horse have a foal with it. To answer the actual question, then im not sure wether it would work, but in my opinion, then i think it wouldn't work(certainly give it a try if you havent already!).

Once you have that, when you make a new Sim, go to the bottom of your screen where it shows your Sim's face in a box. Next to that, there should be an icon with a person and a plus sign (+). Click that and it will show you a little list of things you can add to your family. There will be a pet icon in there to add a pet (a horse, dog, or cat). Add as many as you want until your family is full. To get back to your Sim or a different pet while making them, just click on your Sim's or pet's box at the bottom of your screen to switch back.
