There should be a height adjustment wheel on the dash besides the steering cowling, if not remove the front grills by carefully prying the clips off the top not forgetting to remove the Philips screws between the lower slats towards the outer edges of each grill. the headlamp adjustment is then adjusted via Philips screws located within the center of each mounting clips protruding out the front of the light bracket, there should be 3 per lamp.

hi, E30 series have stopped being produced in 1991, and 1994 for estates models, i don't which 1997 e30 you are talking about.
