Headlight adjustment on a Dodge stratus isn't too bad. Once you have the hood up the top of both headlights should be visible. you will need a wrench or something similar to loosen bolts. once bolts are removed you should be able to tilt the hadlights to your preferance. I owned a 1998 se version and my headlights had a small level on the top of each. I had some serious headlight issues. I have found that the best way to make your adjustments is by parking in front of a closed garage door or wall where your lights can shine on a surface so you can judge how much to adjust them. If you get them too low, you may as well not have headlights at all. It also helps the visibility issues to get brighter bulbs. Good Luck!
