I suspect these brakes have the drum brake still in the center but are much smaller than you've seen before. This is used for the parking brake. I'm sure you had the parking brake off in this exersize. Anyway you need to back off on the adjustors inside the rear parking brake drum. A brake tool or a good screwdriver will work. One direction tightens the drum and the other loosens it. Also need to adjust it back out after reassembly to minimize travel when applying the parking brake.
