you have to use the adjustments on the tie rods on each side. as a general rule the front wheels should line up and be paralell with the back wheels, but be sure to keep your streering wheel straight! but to get it right, you will have to put it on a machine. a straight edge that reaches from the rear of the rear tire to the front of the front tire is necessary, and simple way to get it drivable.
Toe is adjusted at the outer tie rod.

You take the car to a shop and have an alignment done. You do not have the proper sophisticated tools nor training necessary to adjust the toe on a vehicle.
By useing a Good standard measure Tape and have a helper you can easily adjust the Toe in by first loeing up the Collars that connect the tie rods to the drag link losen both bolts on each end of the collars. then taking a pipe wrench or vise grips and gently Rotate then Collar clockwise to expand the toe in to a toe out posistion or turn Counter clockwise to turn it too a toe in posistion, a toe in Guage on a Front end machine is Nothing more than a measuring stick or Device that reads just like a tape measure would once you set the Toe in to the proper Degree which is most cases a positive + .3 Degrees would be equal to approx 1/8th inch on th etape measure toe >IN . i have used this porceedure for over 55 years and matched it with a Bear alignment machine afterwards and been 100% on the money for accuracy. after you achieve the proper toe in just tighten the bolts on the collars.. and your done.
Adjust rear of car then front of car. Adjust in this order: Caster, Camber, Toe.
