I don't believe that "police" dogs can be adopted because of their training and the legal liability assoicated with adopting them out to untrained people. Most(all?) dogs form strong bonds with their long-time handlers and are usually offered to their handler and family before any other option is considered.

DAD. The police officer and his family IS the dog's family. To what extent the dog is treated depends on what the job of the dog on duty is. When a canine officer is retired, it goes home to stay permanently. Their years of being on patrol are limited. Their hearing, vision and smell are pretty much the judgement call.
Police departments don't sell ex-police dogs. They are either retired with their partner or another qualified officer, or put to sleep. These dogs require very special handling because of the training they have received.
