The discussion page allows users to discuss a question without answering it.

Underneath the ads, there is a string of buttons that say "Improve Answer, Discuss Question, and Unwatch Question." Underneath that it will say who first answered, who last edited it, contributer trust, and question popularity.

Improve answer - lets you add or edit the current answer. Discuss question - is an area off the main answer screen, where multiple users can discuss the question and answer. Watch question - adds it to your watch list (and you can get notified of any new answers/edits or whatever)
The "Discuss" button brings you to the discussion page so you can post about the question or answer, and your opinions or thoughts about it. You can talk about how to improve it or what you think about the answer or question.
Go to "Discuss" tab on side of your question.
If the question is already answered, click the blue button that says "Discuss Question" underneath the answer to get to the question's discussion page. If the question is not yet answered, click the green button that says "discuss" underneath it to get to the discussion page. You can also click "Discuss" on the blue bar to the left of the question as well.
Discuss refers to the discussion area that each question has, so you can talk about the question or the answer given. That is a separate page where people can discuss the answers. No, it doesn't send that to your email.
