There are two cases for dupliacting a passport.
Case 1: You need to have a photo copy of the previous passport in which case go to Foreign ministry and apply for renewal.
Case 2:
If you do not have a copy of the previous passport then you should make a police report that yours has been lost and go to foreign ministry and apply for the passport.
To apply for a duplicate passport, in case you have lost it, then you will have to give two afadavitts , one to the C.I.D department and the other to the Passport office. And then afdter a few weeks you will get a duplicate passport.

No. It's not possible to have the same passport number on the new one. You will be able to get a replacement passport but you'll have to pay for it, and also pay to reissue any visas that you had. If you lost it while travelling and you have travel insurance, make a claim.
