Just go to your local pool supply store and ask for pH adjusting chemicals.
There is a product by HTH called PH Plus that will rise the PH content in your pool.
Baking soda will almost certainly raise the pH level in a pool.
Normal pH levels are between 7.2 and 7.6 Too far above or below and the chemisrty used in the pool will be less effective. Pool & Spa
You want your pH to be around 7.4. This can be done by using a pH decreaser or increaser product

PH is lowered by acidic conditions such as leaves rotting in the pool or the filter Your PH shouldn't bounce around to much but old water will lose its buffers. When you top your pool up check the tap water for the PH Balance to see if you are raising or lowering it by adding water. A high PH is obtained by adding chemicals to do just that but the area you live in might have very alkaline water which would cause that to be high.
you need to purchase baking soda, they sell it at wal mart in 12lbs bags in the pool care section, this will keep your water clear and lower the PH
The proper pH level is around 7.4 to 7.6 If the pH is reading, 8 to 14 that would mean the pool has a high pH level. But if you have a low ph reading then your chlorine will dissipate quickly. Add small amounts of muriatic acid until your test kit indicates that the pH is coming into the range required which is 7.6 -7.8 ppm.
