You don't in the conventional sense - you provide a shallow (half an inch to an inch) bowl of 10 or more inches across, of water, and let the bird bath, or not. If the bird is un-used to having a bath provided, it can take ages (days and weeks) for them to work-out what it is there for. You can also VERY LIGHTLY, mist them from a hand-held mister/spray as used to mist house-plants - this also encourages them to preen.

Take a lightly dampened spunge and run it ver the feathers, make sure that you do not drench the creature, move in the direction the feathers are going and stay away from the creatures eyes, reapeat these steps until the animal is shining

Budgerigars often do like to take bathes, as it is a way for them to become especially clean; in a world where preaning sometimes just isn't enough. Please be careful, however, when bathing your budgie to ensure that no harm is done to them. Always test the water you are about to pour on them on your own arm and if it feels too hot cool it off before applying to your budgie. Also pay close attention to your budgie's behavior- if they show any signs of distress stop bathing them and go dry them off.

Yes -- very much so. Let them stand in room temperature water (approx. 70F) -- not too hot or cold, and they'll bathe themselves. Manually bathing a bird, however, is unpleasant for the bird.

Why is your cockatiel not very tame?

Cockatiels are wild birds so if they were never tamed when they were young, they will still be untame. It is easier to tame a young cockatiel, however with the right attitude, you can tame an adult cockatiel. You have to start with trust. Taming a cockatiel take a while and one wrong move could ruin all your work. Start with standing next to the cage and talking to your bird. Do this for about a week so your cockatiel gets to know your voice and is calmer around you. Then you could try putting a fresh vegetable (in your hand) next to the cockatiel and hold it there. Don't force the cockatiel to get closer to your hand - this will scare him/her. You need to earn trust. Eventually, your cockatiel will be comfortable with you having your hand near him/her. If you cockatiel is comfortable to actually eat from your hand, you can try picking it up. Do not grab our cockatiel on its back, try to persuade him/her to sit on your finger. Do not force your cockatiel to get onto your hand. This will ruin the trust. Eventually your cockatiel will be ready to sit on your finger and eventually your shoulder! It's all about trust and if you're cockatiel trusts you, it would love to sit on your shoulder!
