First, you have to be a druid to become a cat. Hopefully you already knew that. Second, you get cat form at level 20. Looks like a panther as Alliance (Night Elf) and a lion if you are Horde (Tauren). You get Travel form at level 30, which increases your movement speed by 40%. This form is also a cat, but looks like a cheetah. =)
Off the top of my head know the classes that can stun are Paladin Rogue Druid in cat or bear form warrior maybe death knight hunter warlocks may fear or banish as well
If with Cat you mean a Cat Druid, then yes you would have to play World of Warcraft. If you simply want to play a game with cats, there are plenty of pet-raising games around, and the online MMO Tera which is scheduled to be released in 2011 will feature the Popori race, which are cute anthropomorphic animals. I think what the asker meant was do you need World of Warcraft in order to play Cataclysm. If that was the question, then yes you do need the original World of Warcraft and also the Burning Crusade and Wrath of the Lich King expansion.

They come at different levels. You have to do a quest to get bear form and aqua form. Bear is at 10, aqua is at 13. Travel form is 17 or 18. Cat form is like 15. Dire bear form (stronger bear form) at 40. Moonkin is on the balance talent tree. Tree of life or whatever is on Restoration talent tree. Flight form at 60. Swift Flight Form at 71 (5000 gold)
You get all the forms at different levels. Bear Form : 10 (Quest from Druid Trainer) Cat Form : 16 Travel Form : 16 Aquatic Form: 16 (Optional Quest, Trainable otherwise) Moonkin and Tree of Life forms are talents you get by putting enough points into their respective talent trees. They are sorta in the middle of the trees so you will need to be at least level 40ish to get them. Flight Form you can get at level 60 from your trainer, it basically give you a free flying mount and the training to go with it. At level 70 you can train the Epic Flight Form if you have the training for it. NOTE: In the future expansion Cataclysm (currently in Beta), they are switching the levels at which you get cat and bear form. Cat form will be at level 10 and Bear form will be a little higher than that. Also they will be removing the Tree of Life form as a passive form making it a cooldown based ability.
