Oh man, you’re talking about Candice! She’s a tough cookie if you didn’t start with Chimchar and Torterra is all but useless. If you have Empoleon, use any of its Steel-type moves. Watch out for Froslass. Candice will send out her Abomasnow which will immediately cause a permanent hailstorm with its ability Snow Warning. After you beat Abomasnow she’ll send out Froslass which has the ability Snow Cloak. Snow Cloak raises all Pokémon with the ability‘s evasiveness by one in a hailstorm. So the moment Froslass comes out, she has an edge over you. She’ll spam

Double Team to raise evasiveness even more then take out your team. You can choose to quickly disperse the hail by switching to a Pokémon that can change the weather either through its ability or a move like Sunny Day or Rain Dance. Changing the weather negates Froslass’ ability. Note that while normally Double Team can only work six times, raising the user’s level by six, Froslass‘ ability lets her evasiveness raise by seven. If you can’t change the weather or think it’s a bad idea to use a pokemon that can, then use good type matchups to quickly take her out before she starts evading every attack. If you can’t do that, your only other option is to have plenty of potions handy and keep attacking until you finally manage to bring her down. After Froslass the rest is easy.

Three Pokémon that can beat Froslass are Flareon, Umbreon, and Glaceon. Flareon is a Fire-type so it’s automatically equipped to deal with Ice-types. Umbreon is a Dark-type so and it’s a tank so it’s STAB Dark-type moves are supereffective against Ghost-types (Frosslass is a dual Ghost/Ice-type). And Glaceon has the ability Snow Cloak which raises its evasiveness too, turning the disadvantageous weather conditions into an advantage for you, and can learn Bite. Glaceon is also resistant to Ice-type moves. You can get an Eevee in Hearthome City. in my team I had Gabite (no I did not use him), Jolteon, Umbreon, and Glaceon, but I used Glaceon more than Umbreon or Jolteon in the battle with Candice. If you’re wondering hot to get more Eeveelutions without trading or cheating, go to Hearthome, save, get an Eevee, and if it’s female, breed it. If it’s male, turn the game off and restart from your save point until you get a female. If you’re wondering why I used Jolteon in battle, it’s because I bred my female Umbreon with a male Buneary and the resulting Eevee knew Double Kick, so Jolteon was able to participate (but his defenses are pretty bad and I lost him to a critical hit).
