there are to many things you have to do before you beat the whole game.first you have to catch rayquaza and get him up to at least lvl.85-90 and teach him hyper beam and replace it with rest.he learns it at lvl.75.use fly till each elite four has two Pokemon and use outrage to k.o the last two.on the champion use one fly if you still have at least one left.after you do that you keep using hyperbeam.it is real hard.watch out for his milotic.its ice beam hurts rayquaza alot.after you beat him come back and you can learn where to find groudon and kyogre
