In fallout games you don't beat levels you level up by killing people and animals then spending the skill points you get to upgrade your skills.

you need a certain amount of experience points (exp) to level up which you can get as written above by killing people and creatures. you can also gain exp by doing quests and you also gain exp by succeeding in speech challenges and discovering new locations. sometimes after you level up (think it was every 2 level or so) you get a list of different perks where you can choose one of them if you meet the skill requirments for that perk. the level cap is 30, but with the new DLC's that came out a while ago the level cap is raised by 5 for every DLC you buy and download, raising the level cap to 40 if you have both, more DLC's are scheduled to come soon, however it is currently unknown to me if the level cap will be raised even higher than 40.
