Why did they change level 18 in orb 2 coolmath games?
It wasn't changed. When the levels were all rewritten for Orb 2 TNL (The New Levels), CoolMath kept the original Orb 2. If you examine the two sets of levels, you will see that they are just rearranged a bit.
