The Nagoya level is hard and you cant beat the whole game if you cant beat the dragons. They are impossible to beat. Just give up. The game is hard and it is more like a strategy game than a racing game. And the game just sucks when you keep losing to those dragons. Even with engine swap and a Ford GT, Gemballa, etc, and high torque and a high displacement and even with high Horsepower you cant beat them. Trust me I 've tried doing all those steps and it's either hard even with codes or theres just no hope for you.
