It's easier than it seems; you can either Hookshot the black thing, which is kinda hard, or Hammer the ground when he gets near. While he's running around, go the opposite direction as him. If he goes clockwise, you go counterclockwise, and then hit him. Get him 3 times, and he'll change the color of the fire on him. Repeat the process a second and 3rd time, and you win! :)

∙ 13y agofirst you lock onto the flare dancer then throw a bomb at it then the body goes away and leaves this little thing bouncing around the room you just repeat until it dies.
