The thief is the one in the puppet's tail (the guy with a red hat and a mustache but no glasses).

Swap the suspects 1 and 5 (only place with no hat)

Then swap 3 and 4 (glasses guy was not in the middle)

Then 3 and 5 (second guy was not next to anyone with a mustache).
