You can train it to level 29(which sucks) so it can learn leaf blade. Or catch a geodude in dewford tunnel. A machop or makuhita would work, too, to take out magnemit and magneton. If you still have absorb on a high level grovyle, keep using that. Even an aron would work well as electric moves would do little damage. Just keep trying, I had grovyle, and I couldn't beat the gym until he learned leaf blade.
