It's not a cheat that allows you to be a werewolf, it's an expansion for the game. The expansion is called Bloodmoon and can be bought online, because it is probably harder to find in stores today. In Bloodmoon there's a questline that comes with the expansion. The questline takes place on the island far to the Northwest on the map that comes into the game when you get the expansion. In this questline you can become a werewolf. Beware, though, you'll turn into a werewolf at night and every guard will attack you.
You can follow the whole main quest in blood moon or you can cheat by pressing ` then typing the following, Player-> addspell"WereWolf Blood" type it this way only, or else it wont work
I'm afraid you can't in the normal game. There are no red werewolves in an unaltered version of Morrowind. However, you can become one if you download a modified version of the game from the Morrowind website, or you can create your own using the Elder Scrolls Construction Set and one of the many softwares that allow you to modify the NIF files of the game.
you have to fight a werewolf. they don't bite, but if u fight with it, you should ccontract it, first though, make sure you have 'resist disease = 0', otherwise it will take some time. If you kill it, and you do not contract the disease, keep on going in and out of its body. try to eat a part of it, might work. Best way is to follow the main quest, until the werewolves attack the Skaal village on Solstheim.
Easiest way I SAY is to follow the storyline and when they attack solstheim heal urself, as this will be bad cause u cannot change out. Wait until you are in the hunters game, kill the Skaal chieftan in there and take his ring, which will allow you to turn into a werewolf whenever you want to. (Note, use this ring ONLY when necessary, as unlike vampires, anyone who sees you will instantly attack you. If you have full constitution, you will have like 900 something health and probably wont die anyway, but you should'nt kill everyone unless you save ur game beforehand so u can continue playing the game.)
There are no werewolves in Oblivion, with or without console commands. There are several mods that add werewolves though.
