How do you become a ref in Free Realms?

I'm pretty sure it goes like this;

1. You need to be an employee for Sony Online Entertainment on the West Coast
2. You need to have been in Referee training for a certain amount of time
3. You need to pass a form of test.

Its not a sign-up thing, and its not easy.
