In the beginning of the game, you'll come across a woman named 'Aela the Huntress'. Speak to her about becoming a companion. Along the quest line for the Companions, you'll hit a quest called 'The Silver Hand'. During this quest, you are given the option to become a werewolf.

Extremely unlikely. Each Elder Scrolls game is set in a particular realm of the Elder Scrolls world. Morrowind was set in Morrowind. Oblivion was set in Cyrodil. Skyrim is set in Skyrim. Unless Bethesda break the pattern that they have set or decide they want to create more events in Skyrim (Likely to be a DLC rather than a new game). Another Elder Scrolls game wont be out for another 2 - 5 years. Might as well as play Skyrim for the time being.
