No, you do not need to restart Skyrim when buying a new DLC. Once you purchase and download the DLC, it becomes available in your game automatically. You can access the new content in your existing save files without having to restart the game. Just make sure to load a save where you're able to access the DLC content.
There isn't a 'new' Oblivion. But, for the series Oblivion is in (The Elder Scrolls), the next game (Skyrim) releases on 11/11/11.
