There are many ways to do that like training, rare candies, or cheats. The way I get lvl 100 Pokemon is to train them in the Poke League and trainer Cal. To find Trainer Cal you have to go to the last gym in Kento and its a big building that is right next to the Mart. The fun way is training but that is my oppinion on the matter.
