I think you're talking about Eruteak Town's gymleader? He's using a ghost-type, so physical attacks won't do. You should get water/grass/fire(best)/electric type of Pokemon (I recommend fire type, with Ember or Flame Thrower attacks, if you didn't get Cyndaquil as starter Pokemon, you should catch Growlithe), because special attacks will hit and effect.
