With a dab of bleach. If the bathing suit is completely white then you dont have to worry about the bleach ruining anything.
The only safe way to bleach the shorts and retain the color is to a use a bleach specifically designated as a "color-safe" bleach (they are usually in powdered form.)

Well if you are wearing dark blue shorts already, how are you going to get another pair on top - and if you manged this then they would cover up the dark blue shorts (so that they could not be seen) so the color would not matter.

i don't think you can because black is the darkest colour you can get but if your really desperate you can try getting clothes dye and do it that way! It would depend on the material the shorts are made of. Cotton and natural materials will take a dye, man-made material will not. Black cotton shorts could be bleached with chlorine bleach to turn them white, then they could be dyed navy blue. But word to the wise, dying can make the shorts a little stiff at first but they should come out softer after a washing or two.
But Argentina wear their blue and white striped jersey and black , not white shorts.
