Subaru 2.5 thermostat's are bass ackwards...follow the lower radiator hose to the block...there ya go...

The radiator should be the same for all 95-99 model year Subaru Legacys. If I remember correctly, the upper and lower radiator hoses can be different, though, depending on the engine (i.e. EJ22 vs. EJ25) or Legacy version (i.e. Outback, etc.).
Most are in a removable housing at the engine end of the upper radiator hose
My heater doesn't go cold. But to answer your question, check the engine coolant level in the radiator. Be sure that the engine is cold before removing the radiator cap. --Ken
On the bottom of the engine toward the left, front corner. Trace the lower radiator hose from the radiator back and the thermostat is in the plastic housing where that hose meets the engine.
Likely a head gasket issue, especially if this is a 2.5L DOHC. The head gaskets on the 1998 Phase 1 Subaru 2.5L DOHC engines have a high failure rate.

Yes, it really should be. Under the engine cover you will see where the top radiator hose attaches to the motor, just behind that you will see a small brass bleed screw
