You must be a Supervisor in order to block a user. Here is how to solve your dilemma:
First, ask the user to stop writing silly messages on your message board. If he/she continues the act, contact a Supervisor. The Supervisor will then step in, and if you message the Supervisor about being sent even more silly messages after the Supervisor has stepped in, the Supervisor can issue a block.

When a user is violating the WikiAnswers terms of use a supervisor may block them using the "Block Vandal" feature. The supervisor enters the username or IP address they would like to block, the duration of the block and the reason for the block before submitting. If the behavior continues after that, then a block should be pursued.
