To block a specific phone number from texting you on a PagePlus phone, you can have the provider disable SMS on your phone. Tell your phone company. They will change your number for no charge. If you don't want to change your number, keep a record of the phone calls, time they came in and duration of call. Notify the phone company and it will advise you on filing a criminal complaint against the other person for harassment and perhaps block that phone number from calling you. But for either action, you'll need some kind of history of the harassing calls as a basis for the criminal complaint or the block.
You can do a reverse phone number look-up online. Alternatively, most phones have a 'block number' option, where you can choose to block the number, not receiving the calls anymore. Or you can of course call the number back, if you're very curious.

If you were referring to blocking a certain phone number or group of numbers from calling your phone. there are other phones that allow you to put numbers, names, calller ID entries (like Private, Block Number, Unavailable) on a list to prevent them from accessing your line, when the person calls, it goes immediately to the voice mail. Sorry, the Sanyo SCP 2700 does not have this feature.
Call the authorities ASAP and report him/her if possible change your number and DO NOT GIVE IT OUT TO ANYONE, put a block on your phone so no one can read your number if you decide to call someone.
