It means you have got a virus on your PC and I personally think you should shut down your computer or restart it.
In IE, go to Tools, Internet Options, Advanced. Uncheck the checkbox that mentions 'third party browser extensions' OK, OK, Restart After you reboot, uninstall the Google Toolbar. It causes nothing but problems and is pretty much worthless.
