Currently there is no legit way for a Pichu to know Volt Tackle in Pokémon Black or Pokémon White except through attaching a Light Ball to a Pikachu and breeding it with a compatible Pokémon in any of the 4th Generation games which are Pokémon Diamond, Pokémon Pearl, Platinum, HeartGold and SoulSilver and then transferring the newly hatched Pichu over to either Black or White.
