The most effective method of breeding a snow dragon is Cold (lv 10 left) and Blazing (lv 10 right). It has about a 41% success rate. The egg is light blue with light blue swirls. It takes 8 hours to breed, and 8 more hours to hatch.

Other methods include:

Fire (lv 10 left) + Snow (lv 10 right)
Air (lv 10 left) + Mountain (lv 10 right)
Blazing (lv 10 left) + Blue fire (lv 10 right)
Sonic (lv 10 left) + Storm (lv 10 right)
Snow (lv 10 left) + Firefly (lv 10 right)

You may also buy the snow dragon from the market for 1,000 gems.
