Once you get through the Mirage Tower, and fight the Blue Dragon, there is a transporter that will take you there. But you will need the CUBE to use it, which is found in the waterfall cave.
Once you get to the top floor of the Mirage Tower and fight the Blue Dragon, there will be a transporter in the middle of the room. Since you need the cube to use it, just step on the transporter, and you will be taken to the Sky Castle. The 4th fiend (Tiamat) lives there.
The Twilit Dragon, also known as Argorok, is the boss of the City in the Sky. To get to him you must traverse the dungeon, get the boss key, and enter his room. An in-depth guide to the dungeon can be found here: http://www.supercheats.com/guides/the-legend-of-zelda-twilight-princess/city-in-the-sky/ Oh, and if you have the double clawshot and have no idea how to go up a floor in the main room, then just use the clawshot on the large, round chandelier. I had trouble on that too!
