Make sure you have 2 Litter Licenses. Make sure you have two cats or two dogs, both opposite genders. Ate breeding age(12 months or one year). Click on one of their "Send (pet's name) a breeding request". Then it will show you the pets of yours that are available to breed with one another. Then just send the breeding request and go to the "Breed" tab and then accept your breeding request.
