They are counter productive because UV kills good bugs too and they are needed to keep the water healthy. Fish need some bacteria to stay healthy and develop antibodies. What is needed for healthy fish is regular water changes, a good (power?) filter fully cycled and a balanced Light, Water, Plant, Fish environment.
