UV filter kits are readily available in pet shops. They come with full instructions. IMO they are a total waste of money. They are counter productive because UV kills good bugs too and they are needed to keep the water healthy. Fish need some bacteria to stay healthy and develop antibodies. What is needed for healthy fish is regular water changes, a good (power?) filter fully cycled and a balanced Light, Water, Plant, Fish environment.

A skylight filter reduces the bluish tint in photos taken outdoors, while a UV filter blocks ultraviolet rays that can cause haziness. UV filters are more effective in protecting the camera lens from harmful UV rays.
An under gravel aquarium filter is one where the filter is located beneath the gravel. The filter is responsible for keeping the tank oxygenated and looks better out of sight.
You could use the following link http://www.wikihow.com/Make-Your-Own-Underwater-Aquarium-Filter. Or maybe adapt another smaller tank to be a Bio filter using the same principles.
