One thing you can do about the water coming in under the fence is install a drain. One possibility is a french drain using gravel and a perforated pipe. If possible, you could run a pipe to the street and let the water flow into an existing drain.

The 2 ways I would try first is to fill the yard with more dirt so the water flow some where else, But take a look around and make sure the water is not flowing into a neibors basement or just to another location where it will pool. I do not have a fomula for how big the hole will need to be but it should be atleast 4 times bigger then the volume of water you need to deal with and don't forget you will want to put atleast 12 inches of loam on to to grow grass.
