Okay, after looking around, and trying out different things, I have finally figured it out. You don't build parking lots!!! When you research them they are automatically built. If you look around the grounds of your mall before researching, you will see empty spaces, with dirt in them. As you research them, parking lots are built on these lands. The same goes for train stations. The trains are already there, but after research, the station appears.
