From the Neighborhood view screen, choose lots from the housing menu. Choose the size of the lot you want and place it in an empty area next to the road. It will be red if there is something in the way, and will turn green when you can place it. Then, without selecting a family, click on the empty lot. You will then have the option to enter it and from there you can begin building the house without worries of cash. However, if you use too many expensive objects, the house will cost too much for your Sims to purchase and move into, until they make enough money from their jobs.
