Okay, remember when you set your clock at the beginning at the game? That comes into play here. The Shoal Cave has a tide schedule. At a certain time during the day, the tide is in, and you have access to the upper areas of the cave. And, at another time, the tide goes out, and you get access to the lower areas. The following table will help you keep track.
3am-9am ---> Low Tide
9am-3pm ---> High Tide
3pm-9pm ---> Low tide
9pm-3am ---> High Tide
PS: This is set to the clock's time in your room. If that clock says 3 o'clock, the tide will be comin' or goin'.
You don't build the stairs, they appear as the tide goes in and out. Wait until another time of day and then they should appear. btw if you get 5 shoal shells and 5 shoal salts then the man will make you a shell bell.
a shoal what it does, is that when your Pokemon attacks, it restores some health(hp)
combine it with shoal salt and create a shoal bell by talking to the dude in the start of the cave.

Hmm... do you mean Shell Bell? If so the effects of it are: Whenever the Pokemon holding it deals damage, it restores 1/8th of the damage dealt as HP. You can obtain it by giving the old man in shoal cave 4 Shoal Salts and 4 Shoal Shells.
