You have to get sims 3 ambitions to do this, as far as I'm concerned. You need to buy an inventing table, and just click dabble. Once you have created one toy, either the cow or the dog toy, or others, you can make...Cow toy, or make many...Dog toy, or the other way round. Hope I helped:D
